Educational management in extreme contexts: strategic planning and decision-making in Mara, Zulia

Educational management today must confront complex scenarios in regions marked by cultural diversity and budgetary constraints, demanding strategic planning processes and decisions that are precisely tailored to these realities. This study sought to analyze the interconnection between strategic planning and decision-making processes in educational institutions in the Mara municipality of Zulia state. A descriptive, documentary-based research study was conducted, based on a rigorous examination of 24 academic sources published between 2015 and 2022, all related to strategic planning, educational management, and decision-making. The analysis yielded three main thematic areas: strategic planning as an ordered process that links resources with dynamic contexts; managerial strategies as coherent packages of decisions oriented toward institutional viability; and decision-making as an evaluative process that integrates rational logic, cognitive biases, and factors of the organizational environment. These theoretical frameworks were compared with Venezuelan specificities, highlighting the urgent need to adapt external frameworks to environments defined by multiculturalism and scarcity.
